EXPRESSION OF INTEREST FOR THE PERFORMANCE OF ENUMERATOR/SUPERVISOR DUTIES IN THE 2021 POPULATION CENSUS

The Statistical Service is planning to carry out the 2021 Population Census, which is a key source of information and statistical data. The Census, conducted at regular ten-year intervals, will be carried out during the period October – December 2021.

The purpose of the Census is to record the entire population residing in the areas controlled by the Republic and to collect detailed data on its demographic and socio-economic characteristics, as well as information on the number of households and dwellings, their size and the amenities they offer, and the geographical distribution of the population, households and dwellings. In addition, all institutions and the persons permanently residing in them will be recorded.

The data will be collected through personal interviews at households and institutions, and for this purpose the Statistical Service will procure services from approximately 1,100 people. It is expected that

1,000 people will be engaged as enumerators and 100 as supervisors. The duties of the enumerators involve recording all dwellings, institutions and their occupants in each census area assigned to them. The duties of the supervisors involve checking and guiding the enumerators. The supervisors will be selected on the basis of their qualifications and experience.

Interested persons may submit an expression of interest until 2 July 2021. Applications can be submitted only electronically on the website of the Statistical Service.

Qualifications:

Expressions of interest may be submitted by persons who hold the following qualifications:

– A leaving certificate from a recognised secondary school

– Very good knowledge of the Greek language

– A clean criminal record

– Male candidates must hold a certificate of military service status proving that they have completed their military service or are lawfully exempt

– Integrity of character, responsibility, initiative and sound judgement

The health and physical condition of each candidate must allow them to meet the demands of the work in question, since it will require numerous movements, both on foot and by motor vehicle, within the census areas, in order to complete the required number of interviews. The nature of the work requires visits during the afternoon hours, as well as at weekends and on public holidays.

Applications may also be submitted by persons who have retired.

The selection of persons will be made in relation to the needs by Municipality/Community. Candidates must state the Municipality/Community in which they reside when submitting their application, so that, where possible, they may be assigned census areas close to their place of residence.

The applications will be examined, and candidates who are preliminarily found to meet the required qualifications will be invited to a personal interview during the period July – August 2021, in order to verify their suitability for performing the duties of the position.

Evaluation criteria:

The overall evaluation of candidates will be based on the criteria in the table below, and the minimum

selection score will be 30:

Criteria Points

Experience in census or sample surveys 10

Knowledge of languages such as English, Arabic, 5

Russian, Bulgarian, Romanian

Personal interview 45

TOTAL 60

Upon completion of the interviews, a list of the selected persons will be drawn up. The list will remain open so as to cover the needs that arise until the completion of the Census. Candidates who are not selected will be informed by email by mid-October 2021.

Duties:

The persons selected as enumerators will be responsible for recording all dwellings, institutions and the population in each census area or cluster of census areas assigned to them. The data will be collected through personal interviews, using an electronic questionnaire installed on a tablet computer. In September 2021 the enumerator will have to attend training lasting approximately 40 hours.

The persons selected as supervisors will be responsible for overseeing a team of approximately 10 enumerators. Specifically, they will be responsible for correctly guiding and checking their team, for verifying the coverage of each census area, for the quality and number of questionnaires delivered by their team, and for the correct and timely completion of specific forms required for the effective organisation of the Census. In September 2021 the supervisor will have to attend training lasting 2 weeks and will then have to train the enumerators for 40 hours.

Contract duration:

The contract is expected to range between one (1) and three (3) months, depending on the needs of the project.

Remuneration:

The remuneration of the enumerator is set at €2.25 per person recorded in each dwelling, €1.50 per person recorded in each institution and, in the case of vacant dwellings, €2.00 per vacant-dwelling questionnaire. For example, for recording a dwelling in which 4 people permanently reside, the enumerator’s remuneration will be a total of €9 (4 x €2.25).

In addition, the enumerator will have to attend training lasting 40 hours in September

2021, with remuneration of €360.

Remuneration will be calculated once full coverage of each census area or cluster of census areas assigned to the enumerator has been achieved.

The enumerator will have to deliver at least 15 completed questionnaires of occupied and/or vacant dwellings per day. This may vary in the case of census areas that include institutions.

Each enumerator will be evaluated during the course of their engagement, and should it be found that the quality or quantity of their work is not satisfactory, their service will be terminated and no remuneration will be paid.

Travel expenses will not be covered by the Statistical Service. Every effort will be made to assign prospective enumerators census areas close to their place of residence.

The monthly earnings of the supervisor are set at €1,450. The persons selected will work, when required by the needs of the Service, outside the usual working hours of the Public Service; the total number of working hours, however, will not exceed the set number of working hours per week.

Should the need arise to extend the work of the enumerator/supervisor, the contract may be extended.

The selection of the 1,100 persons will in no case create any employment relationship between the enumerators/supervisors and the Statistical Service.

Further information:

For further information, interested persons may contact the Statistical Service on telephone: 22602132.

“Blue Flag” Awarded to Geroskipou Beaches

The Municipality of Geroskipou is pleased to announce that, for 2021, three of its beaches have been awarded the “Blue Flag”. These beaches are the Municipal Beach, the CTO Geroskipou Beach and the beach known as “Pachyammos 2”, located in front of the Ledra Hotel.

The “Blue Flag” programme is first and foremost an education and information campaign. The Blue Flag is a symbol of high quality and good organisation of the coastline. It is awarded each year to beaches that comply with a set of criteria including bathing water quality, environmental education and information, as well as beach safety and sound management.

Each local authority wishing to take part in the programme and be awarded for a specific stretch of coast must fully understand the required criteria and apply them in full.

The official ceremony for the award of the “Blue Flags” to beaches in Cyprus took place in Neo Chorio, Paphos last Thursday, 10 June 2021.
