ORGANISATION OF THE 2025 MUNICIPAL ASSEMBLIES BY THE MUNICIPALITY OF IEROKIPIA

For the second consecutive year, the Municipality of Ierokipia is planning to organise an assembly in each of its municipal districts in November.

The introduction of Municipal Assemblies is a new form of resident participation in municipal affairs, which the Municipality of Ierokipia launched last year, seeking to give a platform for expression to every citizen, to every person who wishes to contribute to the common effort.

The programme of Assemblies, by municipal district, is as follows:

– Geroskipou: Friday 14/11, 6.00 p.m., Events Hall of the Geroskipou Multipurpose Centre

– Acheleia: Monday 17/11, 6.00 p.m., Municipal District Offices

– Konia: Wednesday 19/11, 6.00 p.m., Municipal District Offices

– Timi: Friday 21/11, 6.00 p.m., Municipal District Offices

– Agia Marinouda: Wednesday 26/11, 6.00 p.m., Municipal District Offices

At the same time, a public review of the work of the Municipality of Ierokipia for the period July 2024 – October 2025 will be carried out.

The Municipality of Ierokipia extends an open invitation to all its residents to take part in the Municipal Assemblies.

Tenders announced by the Municipality of Geroskipou for road resurfacing and pavement reconstruction



The Municipality of Geroskipou announces a tender for general and partial resurfacing of roads, as well as a tender for the reconstruction of pavements in the municipal districts of the Municipality of Geroskipou.

The estimated value for both projects is €740,000 plus VAT.

The date for the opening of tenders is 17/11/2025.

“IEROKIPEION FREE UNIVERSITY IN PAPHOS” Lecture Programme, 22nd Cycle



The “Ierokipeion Free University in Paphos”, jointly organised by the Municipality of Geroskipou, the University of Cyprus and Radio Paphos Pancyprian, opens its doors for the 22nd cycle of lectures. A dynamic and engaging series of lectures invites Paphos residents of all ages to a fruitful dialogue on the pressing issues facing our society today.

The opening lecture, “How medicines affect our brain: From antidepressants to dementia drugs”, will be delivered on Friday 24 October 2025 at 7.00 p.m., in the Events Hall of the Geroskipou Multipurpose Centre, by Dr Panos Zanos, Assistant Professor of Neuropharmacology in the Department of Psychology at the University of Cyprus.

The lectures of the “Ierokipeion Free University” are open to the public and broadcast live on Radio Paphos Pancyprian 93.7, and recorded by the University of Cyprus radio station UCYvoice 95.2. At the end of each presentation, the audience, as well as the listeners of Radio Paphos Pancyprian, can take an active part in the discussion that follows.

Suspension of Public Services due to the Final Migration to the New Computerised System
The Municipality of Geroskipou informs residents that, as part of the final phase of the migration to the new computerised system, no public services will be provided during the following period:
📅 Monday 20 October to Wednesday 22 October 2025
During the above days:
• All services of the Finance Department will remain closed to the public.
• No requests of any kind will be processed, either by telephone or electronically.
The new system will resume normal operation from Thursday 23 October 2025, with services provided only at the central offices of the Municipality’s Finance Department in Geroskipou, in accordance with the set opening hours.

Tender announcement for the layout and landscaping of the seafront promenade and the public spaces of the Geroskipou coastal area

The Municipality of Geroskipou announces the tender for the layout and landscaping of the seafront promenade and the public spaces of the Geroskipou coastal area.

The project includes the reconstruction of the perpendicular promenade at the boundary of the Municipalities of Paphos and Geroskipou, as well as the parallel promenades in front of the hotel units. It includes demolitions, excavations and embankments, with the construction of a new promenade of approximately 6000 sq.m., landscaping works and the installation of photovoltaic-type lighting fixtures.

The project is estimated at €960,000 excluding VAT and is co-financed by the THALEIA 2021 – 20127 cohesion policy programme.

The date for the opening of tenders is 13/11/2025.

Tender announcement for the upgrade of a section of Archbishop Makarios III Avenue in the areas of the Municipalities of Paphos and Geroskipou (Konia)

The Municipality of Paphos and the Municipality of Geroskipou announce a tender for the upgrade of a section of Archbishop Makarios III Avenue that falls within their municipal boundaries (Paphos and Konia).

The project is expected to make a substantial contribution to improving the area’s road network and enhancing road safety.

The project is co-financed by the Municipalities of Paphos and Geroskipou, and its estimated value is €1,315,000 excluding VAT.

The tender opening date is 27/10/2025.

Written Statement Regarding Media Reports About Riccos Beach Bar

In order to set the record straight regarding media reports concerning the actions of the Municipality of Geroskipou in relation to the tender for the three seafront snack bars in Geroskipou, the Municipality wishes to clarify the following:

1. Having leased state land and secured all the necessary permits, the Municipality of Geroskipou, through borrowed funds, erected three snack-bar kiosks on the Municipal Beach in 2018. Until 2018, illegal structures stood on the site where snack bar 1 is now located.

2. In February 2018, the Municipality of Geroskipou entered into a sublease agreement for the direct award of snack bar 1 to Andreas Ilia Xenofontos, despite a letter from the Auditor General (August 2017) expressing disagreement with the Municipality of Geroskipou’s decision to sublet the property in question without an open tender. The agreement expressly states that the tenant “is obliged to surrender vacant possession of the leased premises upon expiry of the term of use”. It is further noted that “the term of use shall not be renewed, as the Municipal Council is legally obliged, before the end of its term, to invite and complete open public tenders for a new licence of use”.

3. For various reasons, the Municipal Council of Geroskipou renewed the agreement in 2021 and again in 2023, disregarding the negative opinion of the Municipality’s legal advisor dated 10/11/2023. That opinion, moreover, noted that the reasons cited by Mr Xenofontos “have no legal basis”.

4. On 10 October 2024, the Municipal Council of Geroskipou (i.e. the new Municipality) unanimously decided to accept the decision of the Council of Ministers to renew the lease of the site, on the basis of a letter from the Department of Lands and Surveys dated 25/7/2024, which informed the municipal authority that, on 26/6/2024, the Council of Ministers had decided to lease the site to the Municipality, noting that “the sublease is to be carried out through an open tender procedure”. The Department of Lands and Surveys’ letter further stressed that if we failed to comply with any of the terms of the agreement, the decision of the Council of Ministers would be automatically revoked.

5. On 22 November 2024, the lease agreement was signed between the Ministry of the Interior, on behalf of the Government, and the Municipality of Geroskipou, with the same standing condition regarding an “open tender”. The agreement notes that if we fail to comply with the terms, “the Owner”, i.e. the State, “shall acquire the right to enter the property and regain possession of it”.

6. On 7 April 2025, the Ministry of the Interior, replying to the President of the Pancyprian Organisation for the Rehabilitation of War Victims, who on 30/8/2023 had requested that snack bar 1 be granted to Andreas Ilia Xenofontos, stated that “in the event of a sublease, this must be carried out through an open tender procedure. Accordingly, in the event of a renewal of his sublease agreement, Mr Xenofontos would have to take part in the open tender procedures to be invited by the Municipality”.

7. On 12 June 2025, the Municipal Council unanimously decided to invite an open tender for the sublease of the three snack bars. The Municipality of Geroskipou categorically denies any claim that the Ministry of the Interior’s letter dated 2/5/2025 was not presented to the Municipal Council. That letter was a subject of discussion at the specific Council session and is included in its minutes.

8. On 17 July 2025, at the request of Council members, the Municipality obtained an opinion from its Legal Advisor. This makes it clear that “the Municipality is legally obliged to proceed with the relevant invitation to tender, and direct award is not permitted by any law or regulation”.

9. On 21 July 2025, the Municipal Council, by majority, reaffirmed its decision to invite tenders for all three snack bars.

10. On 10 September 2025, the deadline for the submission of tenders for the sublease of the three snack bars expired. The procedure was carried out through an open tender, in accordance with the agreement between the Municipality and the Government. The tenders were submitted through the e-procurement system of the Treasury of the Republic (e-procurement). Andreas Ilia Xenofontos did not submit a tender through the electronic platform.
The Municipality of Geroskipou is obliged to comply with the law, the regulations and the terms of the agreement with the Government. It has no discretion to lease the site directly, without an open tender. If and when the Government decides to amend the terms of the lease, the Municipality will reconsider the matter.

Agreement for the execution of the project “Osmotic and Improvement Works of the Core, the Square and the Kato Vrysi in Geroskipou”

On 16 September 2025, an agreement was signed between the Mayor of Geroskipou, Nikos Palios, and Ioanna Lambrou, on behalf of the company Lambrou & Poutziouris Construction Ltd, for the execution of the project “Osmotic and Improvement Works of the Core, the Square and the Kato Vrysi in Geroskipou”.

The contract, with a total cost of €4,158,227 plus VAT, is being implemented under the Cohesion Policy Programme “THALEIA 2021-2027”, co-financed by the EU.

The project includes the improvement/reconstruction of a section of Konstantinou Palaiologou Street, approximately 620 metres long, of sections of Evagora Pallikaridi, Afroditis, Agias Paraskevis and Agias Sofias Streets, approximately 900 metres long, the connection of the “Kato Vrysi” with the Linear Park of the Seven Ai Giorgides, the upgrading of greenery with large trees, the placing underground of public utility services, the improvement of rainwater drainage, the enhancement of street lighting, horizontal and vertical signage, and more.

The project will begin in early October and will be completed within fifteen months. During the works, temporary traffic arrangements will be made, and drivers and pedestrians are kindly requested to follow the instructions of the competent authorities for everyone’s safety and to minimise inconvenience.
